HB 2085 Summary

• Amends Arizona Revised Statutes section 34-451 to establish energy conservation standards for all new public building capital projects, including those by school districts, community colleges, and universities, consistent with American Society of Heating, Refrigerating and Air Conditioning Engineers standards.

• Requires the Department of Administration, Arizona Board of Regents, and Department of Transportation to reduce energy use in their public buildings by 10% per square foot by July 1, 2008 and by 15% per square foot by July 1, 2011, using the 2001-2002 fiscal year as the baseline.

• Mandates all state agencies purchase energy-efficient products certified by the U.S. Department of Energy or Environmental Protection Agency as Energy Star or under the federal energy management program unless not cost-effective on a life cycle basis.

• Requires state agencies, universities, school districts, and community college districts to purchase at least 10% of their energy from green sources (renewable and nonpolluting sources including solar, wind, landfill gas, and low-impact hydroelectric) in public buildings by July 1, 2017.

• Mandates all existing state buildings over 50,000 square feet and all new or leased state buildings conform to Leadership in Energy and Environmental Design green building rating standards by July 1, 2017, with the governor's energy office monitoring compliance.
