Amends Arizona Revised Statutes sections 38-744 and 38-745 regarding service credit purchases in the Arizona State Retirement System (ASRS).

Modifies leave of absence credit eligibility to allow former active members who did not withdraw contributions and were unable to resume employment due to position unavailability to purchase leave time credit.

Expands military service credit eligibility to include members not yet eligible for military retirement benefits, except those covered under 10 United States Code section 12736.

Requires members to have at least ten years of credited service in ASRS before purchasing either leave of absence or military service credit.

Maintains the 60-month maximum for both leave of absence credit and military service credit purchases, with costs based on present value of additional benefits using board-approved actuarial assumptions.
