Amends section 28-4495 of Arizona Revised Statutes regarding permits for vehicle dealers, automotive recyclers and transporters.

Allows the director to issue a cease and desist order and cancellation notice for off-premises exhibition, display and sale, or special event permits when grounds for cancellation exist.

Permits the director to issue a cease and desist order and suspend off-premises permit privileges for one year if a licensee or exhibitor fails to obtain required permits.

Authorizes licensees or exhibitors to request a hearing to challenge cancellation or suspension of their off-premises permit privileges, with the director setting the time and place for the hearing.
