Amends Arizona Revised Statutes Section 35-341 to modify the definition of "agency" in procurement law.

Changes the term "established" to "authorized" when referring to state agencies, school districts, or offices created under Title 11 or by county boards of supervisors.

Clarifies that "goods" include all personal property purchased or procured by an agency, including leases of real property and arrangements for use of space.

Defines "services" to include all services purchased or procured by an agency, including construction services.
