Amends Arizona Revised Statutes Section 1-304 to make a technical correction to the language describing Arbor Day.

Establishes that the last Friday in April each year shall be known as Arbor Day in Arizona.

Requires the governor to proclaim Arbor Day and recommend its observance through tree planting, forest and orchard cultivation, and beautification of public and private grounds.

Clarifies that Arbor Day is not a legal holiday, correcting the grammatical structure of the statute from "shall be" to "is not."
