Amends Arizona Revised Statutes Section 25-218 regarding surrogate parentage contracts.

Clarifies that a surrogate is the legal mother of a child born through a surrogate parentage contract and retains custody rights.

Establishes a rebuttable presumption that if a surrogate mother is married, her husband is presumed to be the legal father of the child.

Maintains the prohibition on entering into, inducing, arranging, procuring or assisting in the formation of surrogate parentage contracts.

Defines "surrogate parentage contract" as an agreement where a woman consents to embryo implantation or artificial insemination and agrees to relinquish parental rights to the resulting child.
