Requires the State Board of Education to adopt a recommended pupil behavior threat assessment framework by January 1, 2014, designed to gather information about students and determine appropriate intervention and supervision strategies.

Mandates that each school district governing board and charter school governing body conduct a public meeting by January 1, 2015, to consider adopting the state board's recommended pupil behavior threat assessment.

Specifies that the threat assessment should provide a structured approach to collect and organize information about a pupil with input from parents/guardians, school personnel, and potentially law enforcement and mental health professionals.

Amends Arizona Revised Statutes Section 15-203 by adding paragraph 39 to the powers and duties of the State Board of Education regarding student behavior threat assessments.
