Amends the definition of "employee" in Arizona employment security law to clarify that control indicators include hours of work, location, right to perform services for others, tools, equipment, materials, and use of other workers.

Extends the appeal period for disputed unemployment insurance claims from 15 days to 30 days after an appeal tribunal decision is mailed or electronically transmitted.

Changes the finality period for employer liability determinations under section 23-613.01 from 15 days to 60 days, with certified mail required for those determinations.

Requires liability determinations made under section 23-613.01 to contain specific facts, statutes, regulations, reasoning, and appeal rights information.

Extends the appeal period for refusals to grant relief in revision requests from 15 days to 30 days before the appeals board.
