Creates a database maintained by the Department of Transportation to track vehicle title information and monitor vehicle sales in Arizona.

Requires the Department of Transportation to share database information with the Department of Revenue for transaction privilege tax collection purposes.

Applies to vehicle title transfers regardless of whether the vehicle is registered, with purchasers required to present the certificate of title to the department within fifteen days of transfer.

Maintains existing odometer mileage disclosure statement requirements for vehicle transfers, with exemptions for vehicles ten model years or older, vehicles with gross vehicle weight rating of sixteen thousand pounds or more, non-self-propelled vehicles, manufacturer direct sales to U.S. agencies, and new vehicles purchased for resale.
