Amends Arizona Revised Statutes section 34-451 regarding energy conservation standards for public buildings.

Corrects references to the "state energy office" to instead refer to the "department of commerce energy office" throughout the statute.

Maintains existing requirements for state agencies (Department of Administration, Arizona Board of Regents, and Department of Transportation) to reduce energy use in their buildings by 10% per square foot by July 1, 2008 and by 15% per square foot by July 1, 2011.

Preserves the department of commerce's responsibility to provide technical assistance to state agencies and to annually measure and report compliance with energy reduction goals to the legislature.
