Changes the article heading from "Joint Technological Education Districts" to "Joint Technical Education Districts" throughout title 15, chapter 3, article 6.

Adds new section 15-397 requiring school districts and joint vocational education districts to establish advisory committees on career and technical education and workforce development with input from vocational or industry representatives.

Requires advisory committees to set curriculum standards based on nationally recognized curricula, assess practical skills for certification, and determine written or practical assessments for each vocation or industry.

Implements outcome-based funding for joint technical education districts and school districts: entities receive 50% of per pupil funding until a student obtains certification in a recognized vocation or industry, then receive the remaining 50% for the current and all previous fiscal years the student was enrolled.

Authorizes joint technical education districts accredited by regional accrediting agencies to award community college credit for career and technical education courses and to partner with community college districts to establish degrees for high school and adult students.
