Exempts sales of United States flags manufactured in the United States from retail sales tax under Arizona's transaction privilege tax classification.

Exempts storage, use, or consumption of United States flags manufactured in the United States from use tax.

Creates a temporary exemption for Arizona flags manufactured in the United States that is effective through December 31, 2012.

Amends sections 42-5061 and 42-5159 of Arizona Revised Statutes to add these flag exemptions to existing retail and use tax provisions.

Designates the bill as an emergency measure effective immediately upon passage.
