Amends Arizona Revised Statutes Section 28-2059 regarding certificate of title and vehicle registration.

Changes the method of service for director notices from "regular mail" to "first class mail" when notifying applicants about title certificate decisions.

Applies to notices when the director determines an applicant is not entitled to a certificate of title or when revoking an existing registration or certificate.

Requires applicants to request a hearing within 15 days after notice is delivered or mailed.
