Amends Arizona Revised Statutes Section 41-515 regarding acquisition of land for parkways and scenic and historic roads.

Allows the state director to acquire title or easements over lands within parkways to protect and administer these areas for public enjoyment.

Authorizes the state to acquire land or scenic easements for establishing or improving state highways designated as parkways or historic/scenic roads using state highway revenues or other funding sources.

Permits local authorities to acquire land for establishing or improving county highways, roads, or city streets designated as parkways or historic/scenic roads using local highway revenues or other funding sources.

Specifies that land acquisition may be by gift, agreement, purchase, lease, exchange, or other legal means, but explicitly prohibits use of eminent domain.
