Amends Section 45-103 of the Arizona Revised Statutes relating to water resources and the authority of the Department of Water Resources.

Clarifies the director's control and supervision over surface water, groundwater, and water appropriation and distribution under state law.

Makes a technical correction to the statutory language in subsection B by adjusting phrasing related to surface water authority and groundwater regulation.

Does not change the substantive powers or responsibilities of the department, director, or water commission regarding water management, dams, and reservoirs.
