Amends Arizona Revised Statutes Section 27-271 to revise the definition of "common variety minerals" for purposes of state land leasing.

Adds petrified wood, stone, pumice, pumicite, cinders, decomposed granite, sand, gravel, boulders, common clay, fill dirt and waste rock to the list of included common variety minerals.

Clarifies that common variety minerals include deposits with trade or construction value that do not possess distinct, special economic value beyond normal uses.

Specifies that road base material, riprap, ballast, borrow, fill, facing stone, and landscaping or ornamental materials are included as common variety minerals.

Explicitly excludes limestone suitable for cement production, metallurgical or chemical grade limestone, and gypsum from the definition of common variety minerals.
