Prohibits private prisons in Arizona from accepting transfers of adult prisoners from other states, effective immediately upon passage.

Amends the definition of "private prison" to exclude facilities that contract exclusively with the state department of corrections.

Requires private prisons to maintain $10 million in financial responsibility through deposits, insurance policies, surety bonds, or certified financial statements to cover potential state liability.

Requires private prisons to maintain photographs and fingerprints of all incarcerated prisoners as public records and establish a private prison escapee fund with $10,000 per escapee penalties for law enforcement capture costs.

Eliminates former notification requirements for private prisons transferring prisoners from other states into Arizona.
