AZ HB2209

Establishes a manufacturer-funded electronics recycling program requiring manufacturers of covered electronic devices (computer monitors, desktop/portable computers, and televisions with screens larger than 4 inches) to register with the Department of Environmental Quality and submit annual plans beginning January 1, 2013.

Prohibits manufacturers and retailers from selling covered electronic devices in Arizona unless the device is labeled with a brand and that brand is included in a manufacturer's filed recycling plan.

Requires manufacturers to provide free collection, transportation, and recycling services statewide with at least one collection site in every county and in cities with populations over 50,000, though premium services may be charged separately.

Creates the Covered Electronic Devices Fund, financed by manufacturer registration fees, to support program implementation and administration, with transfers of up to $500,000 annually from the Recycling Fund until July 1, 2015.

Sunsets the program on July 1, 2022 unless reauthorized by the legislature.
