Amends Arizona Revised Statutes section 28-855 to allow bicycle riders at least 16 years of age to yield at stop signs instead of coming to a complete stop, consistent with current yield sign requirements.

Bicycle riders aged 16 and older approaching a stop sign must slow down to a reasonable speed for existing conditions and yield the right-of-way to any vehicle in the intersection or approaching on another highway that poses an immediate hazard.

Establishes that if a bicycle rider involved in a collision fails to stop or yield at a stop sign, the collision is prima facie evidence of the rider's failure to yield the right-of-way.

Continues to require drivers of motor vehicles to make complete stops at stop signs, with exceptions only for yield signs where drivers must slow and yield appropriately.
