Removes the $5,610 annual cap on individual contributions to state and local candidates and political committees, allowing individuals to make unlimited contributions in a calendar year.

Exempts contributions to political parties and independent expenditure committees from contribution limitations.

Makes minor grammatical corrections, changing "which" to "that" in multiple subsections of the statute.
