Amends Arizona Revised Statutes section 28-7212 regarding disposition of public roadways.

Clarifies that county roadways forming a boundary line between two counties cannot be disposed of without joint action by both counties' boards of supervisors.

Specifies that state or county roadways that are boundary lines of incorporated cities or towns, or state/county highways within incorporated cities or towns, cannot be disposed of without joint action by the city/town and county or state governing bodies.

Provides exception allowing a county board of supervisors or the state to abandon a county or state highway within an incorporated city or town by resolution, subject to existing contract obligations.

Makes technical correction to statutory language by changing "the" to "a" in reference to contract obligations.
