Establishes one or more satellite voting and registration locations at the county recorder's office or other designated county locations beginning with the 2012 primary election.

Allows registered voters (registered 29+ days before election) to vote during early voting or on election day at satellite locations with their proper precinct ballot.

Permits any county resident to register and vote during the early voting period at satellite locations by completing a registration form, providing proof of citizenship, and casting a provisional ballot.

Persons who register during early voting may only vote at the satellite location where they registered and must use a provisional ballot, but may vote in regular elections held at least 29 days after their registration date.
