Requires registered nurses, practical nurses, clinical nurse specialists, and registered nurse practitioners to complete 960 hours of work experience and either obtain nursing specialty certification or complete 60 hours of continuing education per renewal cycle, beginning April 1, 2014.

Allows continuing education to be provided by nursing programs, approved entities, accredited schools, health care institutions, and recognized national organizations.

Exempts licensees from continuing education requirements during their first two years after initial licensure and allows exemptions for inactive status, employment outside the U.S., federal employment, armed forces service, disability, or family care obligations.

Requires the State Board of Nursing to submit a report to the governor and legislature by December 1, 2020 on the effects and benefits of these requirements.

Section repeals from and after December 31, 2021, making this a temporary requirement with a sunset date.
