Allows minors at least 16 years old who are custodial parents to consent to their own medical treatment without parental or legal guardian approval if they are otherwise competent.

Excludes elective procedures from this provision, which still require parental or guardian consent.

Defines "elective procedure" as any non-medically necessary procedure chosen by the patient that is advantageous to them, with abortion specifically classified as elective except in medical emergencies.

Provides that consent given by qualifying minors cannot be voided due to their status as minors.
