Amends A.R.S. § 38-651 to establish a definition of "dependent" for state employee health insurance coverage, including spouses, children under 26 years of age, and disabled children who were disabled before age 19 and for whom the employee had custody before age 19.

Requires the Department of Administration to apply the definition of eligible dependent as prescribed by Arizona Administrative Code R2-5-101 that was in effect on September 30, 2009, except where superseded by federal law.

Applies retroactively to September 30, 2009, affecting the eligibility determination for dependent coverage under the state health and accident insurance program.
