Repeals the enrollment cap for Arizona's children's health insurance program (CHIP) that was established in section 36-2985, allowing services to all eligible children rather than limiting enrollment based on appropriations.

Appropriates $13,600,000 from the state general fund for fiscal year 2012-2013 to provide CHIP services to all eligible children under section 36-2981.

Removes the premium sharing program requirement that previously applied to CHIP applicants upon enrollment.

Authorizes AHCCCS to request a waiver from the Centers for Medicare and Medicaid Services to provide services to all eligible children under the program.

Requires a two-thirds affirmative vote in both legislative houses for enactment and takes effect immediately upon the governor's signature.
