• Amends Arizona Revised Statutes section 41-1545.02 to add solar energy incentives to the Arizona Competes Fund grant program.

• Authorizes the Arizona Commerce Authority to award grants to cities and towns to establish renewable energy incentive districts and defray costs of issuing solar permits.

• Requires cities and towns receiving solar grants to certify they will implement a program to issue solar permits within six weeks of application.

• Applies existing grant award requirements, performance targets, and written agreement provisions to solar grants in addition to traditional business development grants for basic enterprises and rural/small business development.
