• Allows existing board members serving on the effective date to complete their current terms; as vacancies occur, the governor must appoint only unlicensed individuals until boards comply with the 25% limit.

• Directs legislative council staff to prepare conforming legislation for the fifty-first legislature to align other statutes with these new requirements.
