Requires group homes providing foster care to children aged 12 and older to implement life skills programs focused on school participation and graduation, emotional growth, and stress management.

Mandates that group homes submit their life skills programs to the department for approval as a condition of maintaining licensure.

Directs the Auditor General to conduct annual performance audits of group homes to assess compliance with life skills program requirements and measure program success using school and medical reports.

Requires the Auditor General to issue a public report by November 30 each year detailing audit findings and submit copies to the Governor, President of the Senate, Speaker of the House, and Secretary of State.
