Imposes a vehicle mileage tax of one cent per mile driven on electric vehicles operated on Arizona highways, in addition to all other existing taxes.

Tax rate automatically increases annually on December 31st based on the average annual percentage increase in the GDP price deflator from the two most recent complete state fiscal years.

Defines "electric vehicle" as any vehicle propelled by electrical energy from rechargeable batteries or external sources that cannot be powered by motor vehicle fuel.

Authorizes the Department of Transportation to collect the tax and adopt rules necessary to implement the mileage tax program.

Includes vehicle mileage tax revenues in the definition of "highway user revenues" under Arizona Revised Statutes.
