Prohibits commercial businesses selling or installing unmounted used passenger and light truck tires from selling unsafe used tires or installing them on vehicles.

Defines unsafe used tires to include those worn to one-sixteenth tread depth or less, tires with damage exposing reinforcing plies, tires with improper repairs, tires with defaced DOT identification numbers, and tires subject to safety recalls.

Specifies improper repairs as those in tread shoulder or belt edge areas, punctures not sealed and patched internally with rubber stem or plug, repairs to sidewall or bead areas, and puncture repairs larger than one-quarter inch.

Identifies additional unsafe tire conditions including evidence of temporary sealant use without proper repair, inner liner or bead damage, and indications of internal separation such as bulges or irregular tread wear.

Establishes a civil penalty of $500 per unsafe tire sold in violation of the law.
