Modifies ignition interlock device requirements for first-time DUI convictions under section 28-1381 by removing the mandatory requirement and allowing courts to order installation for more than 12 months at their discretion.

Creates a deferment provision allowing first-time DUI offenders to defer the remainder of their ignition interlock requirement after 6 months if they complete a 16-hour alcohol education program, maintain device compliance, and meet other conditions.

Eliminates the deferment if the offender is arrested for another DUI violation during the deferment period, requiring them to complete the full original interlock requirement.

Allows placement in a continuous alcohol monitoring program as an alternative to ignition interlock devices for individuals with medical conditions or employment requirements preventing device operation.

Updates references in multiple Arizona Revised Statutes sections (28-1381, 28-1401, 28-1464, and 28-3319) to align with new ignition interlock device provisions.
