Amends Arizona Revised Statutes section 44-1221 to prohibit representing that a business is located or operated in Arizona or owned/operated by an Arizona resident when this is false.

Establishes a presumption that a business is located or operated in Arizona if it is subject to service of process in Arizona and meets one of three conditions: qualified to do business in Arizona, licensed by Arizona or a political subdivision, or owned by an Arizona resident.

Creates an exception allowing inaccurate addresses if the incorrect address is still located within Arizona.

Makes intentional or knowing violations a class 2 misdemeanor offense.

Designates violations as unlawful practices under Arizona consumer protection law, enforceable through private actions and prosecution by the Attorney General.
