• Authorizes cities and towns to designate entertainment districts on a case-by-case basis by adopting a resolution.

• Permits on-sale and off-sale liquor retailers to sell spirituous liquor between 2:00 a.m. and 6:00 a.m. within designated entertainment districts, notwithstanding existing law.

• Allows persons to possess and consume open containers of spirituous liquor within entertainment district boundaries during the district's designated hours of operation.

• Defines an "entertainment district" as a contiguous area containing a significant number of entertainment, artistic, and cultural venues such as music halls, theaters, arenas, stadiums, museums, restaurants, and bars.

• Defines "open container" as any bottle, can, jar, or receptacle that contains spirituous liquor and has been opened, had its seal broken, or had its contents partially removed.
