Amends probation revocation standards in Arizona Revised Statutes section 13-901 to require a defendant commit two or more additional offenses or violate probation conditions two or more times before the court may revoke probation.

Modifies section 31-402 regarding the board of executive clemency's authority over community supervision violations, requiring that an offender commit two or more additional offenses or violate two or more terms and conditions of community supervision before the board may revoke community supervision.

Updates section 31-411.01 to specify that the board of executive clemency may revoke parole or community supervision for prisoners released for drug-related offenses only if the prisoner violates at least two conditions of supervision imposed by the board or state department of corrections.
