Amends section 20-2322 of Arizona Revised Statutes to require accountable health plans offering mental health benefits to impose comparable treatment limitations and financial requirements as those applied to non-mental health services.

Prohibits plans from imposing treatment limitations or financial requirements on mental health services unless the same requirements are applied to medical/surgical benefits, including deductibles, coinsurance, copayments, and other cost sharing.

Increases the cost threshold for plan exemption from compliance from one percent to two percent in the first year and one percent in subsequent years.

Removes the exclusion of substance abuse and chemical dependency treatment from the definition of mental health services, and expands the definition to include all substance-related disorders covered under standard diagnostic classifications.

Adds detailed definitions for financial requirements, treatment limitations, and mental health benefits to establish parity standards between mental health coverage and other health services.
