Amends livestock trespass laws to differentiate between counties with populations of 900,000 or fewer and counties with populations exceeding 900,000.

In smaller counties (≤900,000), the existing requirement that land be enclosed within a lawful fence to recover damages from animal trespass remains in effect, except in no-fence districts.

In larger counties (>900,000), landowners can now recover damages from animal trespass regardless of whether their land is enclosed by a fence.

Expands the definition of animals subject to herding restrictions in larger counties to include cattle, sheep, and goats, whereas smaller counties previously applied the restriction only to sheep and goats.

Provides jurisdiction for damage recovery actions in justice of the peace courts for claims under $200 and superior courts for claims of $200 or more, with venue in the county where the land is located.
