Requires persons 18+ convicted of animal cruelty offenses (including animal fighting, cockfighting, and equine tripping) to register with the county sheriff within 10 days of conviction or arrival in Arizona.

Establishes registration requirements for out-of-state convicts who work or study in Arizona for more than 14 consecutive days or 30+ aggregate days per calendar year.

Mandates the Department of Public Safety maintain a central animal abuser registry searchable by name and location on its website, and requires sheriffs to notify residences, schools, humane societies, and animal shelters within one-half mile of the offender's residence.

Requires registration for one year following a first conviction; subsequent convictions require lifetime annual registration renewal.

Makes failure to comply with registration requirements a class 1 misdemeanor offense.
