Beginning January 1, 2013, the Department of Motor Vehicles is prohibited from issuing special license plates that are not already authorized, though renewals of existing authorized plates may continue.

Multiple special license plate programs authorized in Arizona Revised Statutes sections 28-2412 through 28-2446 are repealed effective December 31, 2016, including plates for character education, various organization-sponsored plates, and specialty designation plates.

Related education and organizational funding provisions in sections 15-243, 15-719, 15-791, 15-1641, 36-121, 41-109, and 41-1721 are repealed effective December 31, 2016.

All remaining monies in special license plate funds being repealed are transferred to the State Highway Fund on January 1, 2017, for use by the Department of Transportation.

The bill amends sections 28-2351, 28-2403, 28-6501, 28-6991, and 28-6993 to remove references to repealed special plate programs and update highway revenue and fund provisions accordingly.
