Amends Arizona Revised Statutes Title 28, Chapter 7, Article 12 by adding Section 28-2405 regarding the standard design of special license plates.

Requires all special plates issued after the effective date to have a standard design with a three-inch square area reserved for a logo or message, subject to department approval.

Authorizes the department to determine the standard design of special plates to ensure consistency across all special plate types.

Establishes legislative intent to reduce confusion for law enforcement and crime witnesses by creating uniform, easily readable license plates that are clearly recognizable as Arizona-issued plates.
