Removes the requirement that county, city, and town animal pounds obtain procedures from the state veterinarian only if they lack a licensed veterinarian on staff, making the procedure requirement applicable to all pounds.

Allows animals in pounds to be euthanized using sodium pentobarbital, its derivatives, or T-61 euthanasia solution only when administered by a licensed veterinarian or under the direct supervision of a licensed veterinarian.

Requires governing bodies of county, city, and town pounds to establish procedures for humane destruction of impounded animals using the specified euthanasia methods.
