Prohibits public employers from entering into employment agreements that compensate public employees or third parties for union activities, declaring such compensation void as against public policy.

Permits compensated leave time for personal purposes if the leave is not knowingly given or taken to compensate for union activities.

Allows existing employment contracts in effect before the bill's effective date to continue, but prohibits renewal of contracts containing terms that conflict with this section.

Grants the Attorney General enforcement authority and allows any taxpayer of the jurisdiction to bring legal action in court to remedy violations of this section.

Preempts all inconsistent local laws, regulations, ordinances and codes adopted by counties, cities, towns or other political subdivisions regarding public sector union employment bargains.
