Prohibits state agencies and political subdivisions from recognizing unions as bargaining agents for public employees or collectively bargaining with unions.

Declares any employment bargain between public employers and unions regarding wages, benefits, or terms and conditions of employment to be illegal, unlawful, void, and against public policy.

Voids any policy, rule, or regulation of state agencies or political subdivisions that incorporates terms from prohibited union employment bargains.

Exempts existing nonexecutory contracts in effect before the bill's effective date, but prohibits renewal of any existing contracts containing terms that conflict with this section.

Grants the Attorney General enforcement authority and allows any taxpayer in a jurisdiction to bring legal action against state or local agencies for violations.
