Prohibits persons from using handheld wireless communication devices to manually write, send, or read written messages while operating a motor vehicle, effective December 31, 2012.

Exempts authorized emergency vehicle operators, law enforcement officers performing duties, persons dialing phone numbers or making/receiving calls, and operators of parked vehicles not in traffic lanes.

Establishes a one-month warning period from January 1-31, 2013 during which law enforcement may only issue warnings for violations.

Classifies violations as nonmoving civil traffic violations with civil penalties of $50 for violations not involving an accident and $200 for violations involving a motor vehicle accident.
