Amends section 36-2985 of Arizona Revised Statutes relating to the Children's Health Insurance Program (CHIP/SCHIP).

Requires the director to notify the governor and legislature if program funding may be insufficient, and authorizes stopping new applications until funding verification and gubernatorial approval.

Maintains existing provisions allowing the program to stop processing applications if federal funding is eliminated or significantly reduced, with 30 days' notice to contractors and members.

Notwithstanding enrollment caps, requires the administration to transition children to the CHIP program if their household income no longer qualifies them for the parent AHCCCS program but they are eligible for CHIP.
