• Requires kennel operators to implant microchips in all dogs three months of age or older within 30 days before permit issuance or within 30 days of the dog reaching three months old or arriving at the kennel.

• Authorizes county enforcement agents to scan dogs for microchips upon permit application and assess penalty fees of up to $50 for each subsequent inspection where microchips are missing.

• Allows county enforcement agents to implant microchips at the kennel operator's expense, not to exceed actual service costs.

• Exempts publicly operated or private charitable nonprofit pounds, humane societies, and animal rescue organizations from microchip requirements.

• Maintains existing kennel permit fee of $75 annually or actual cost of recovery, and preserves penalties for operating without a permit and denial of permits to those convicted of animal welfare violations.
