Amends section 36-3410 of Arizona Revised Statutes to establish a committee review process before the department issues requests for proposals or extends contracts for regional behavioral health authorities.

Requires the director to appoint a committee of 5-9 members, with a majority residing in the geographic service area, at least 90 days before issuing a request for proposals or extending an existing regional behavioral health authority contract beginning January 1, 2013.

Committee members must have experience in behavioral health services and ability to objectively assess behavioral health services in their geographic area; they serve without compensation or reimbursement for expenses.

Committee must submit a written report addressing unaddressed provider and consumer needs, currently addressed needs, and opportunities for efficiency and reducing administrative burdens.

Department must post the committee report on its website within seven days of receipt and make available a public comment opportunity regarding the request for proposals.
