Establishes a new forest restoration and treatment trust fund administered by the state forester to fund forest restoration and treatment activities, including matching federal monies and grants.

Trust fund monies are held separately by the state treasurer, invested according to state law, and do not revert to the general fund if unexpended at fiscal year end.

Repeals section 41-511.23 and removes the parks board's authority to develop a grant program for allocating monies in the land conservation fund.

Appropriates all remaining unexpended and unencumbered monies from the land conservation fund (both conservation donation and public conservation accounts) to the newly created forest restoration and treatment trust fund.
