Amends Arizona Revised Statutes section 34-452 to clarify that capital projects designed and constructed by the department of administration, school districts, community college districts, and universities must include written evaluation of solar energy features.

Applies to buildings that are over 6,000 square feet in size.

Requires evaluation of four solar energy features: proper site orientation, active and passive solar energy systems for space heating, solar water heating, and solar daylighting devices.

Mandates use of energy life cycle costing to evaluate all solar energy and energy conservation design, equipment, and materials for new state buildings and scheduled remodeling of existing state buildings.
