Establishes a Phoenix Sky Harbor International Airport study committee consisting of 7 members: 2 state senators (different parties), 2 state representatives (different parties), and 3 public members appointed by the governor, president of the senate, and speaker of the house.

Committee shall study the airport's expansion ability, capacity to service a larger metropolitan area, feasibility of additional regional airports, and economic impacts of expansion on commercial interests and the flying public.

Committee must submit findings and recommendations report to the governor, president of the senate, and speaker of the house by November 1, 2014, with a copy provided to the secretary of state.

The committee is automatically repealed on September 30, 2015.
